Fuertes, who shared the honor last year with current University of Hawaii player BJ Itoman, averaged 13.3 points a game for the Raiders. She led them to back-to-back league and state championships.
Fuertes signed a letter of intent earlier this year to accept a basketball scholarship with the University of Utah.
In Division II, Punahou's Puna Chai, a 5-10 frontcourt standout, earned top player honors.

This was the first season that girls' competed officially in the OIA. Takao Fujitani, who was named coach of the year, said more than 100 girls participated.
Moanalua also dominated the boys' all-star team, with Chris Rufo being selected player of the year and Richard Nakatsu chosen as coach of the year.
Nakatsu took Fujitani's place at the helm of the boys, who won their sixth OIA team championship in the last seven years.
Fujitani was coach of the year five times as boys' coach.
