Big Isle man accused of rape and murder of 5-year-old girl

Big Island police today  filed a second-degree murder charge against a man who is accused of raping and forcibly drowning the 5-year-old daughter of his girlfriend in a bathtub.;Anthony Poulin

Anthony Poulin, 30, was also charged with two counts of first-degree sexual assault of Javieanna Win.

Polin’s arraignment in Hilo District Court was scheduled at 1 p.m. tomorrow. His bail was set at $1 million.

Poulin, who is disabled and uses a cane to walk, was the live-in boyfriend of Win’s mother and was supposed to take care of the girl while the mother was at work, Police Capt. Randall Medeiros said today.

Win was found unresponsive in a filled bathtub in an apartment on Puueo Street in the Wainaku area of Hilo Sunday afternoon.

Police said the injuries on the child appeared suspicious, and officers had also received an earlier report that a man was seen grabbing a little girl by the hair and slamming her against a cement wall several blocks away on the corner of Shipman Street and Kamehameha Avenue.
