Report shows if leaders
fulfilled their promises

A politician's promise is like a New Year's resolution - it may be heartfelt and sincere, but its memory can fade like the days flicking off the calendar.

Enter the Pop Accountability Group (PAG). For 18 months, this cadre of nonpartisan volunteers has compiled progress reports on the promises made by Mayor Jeremy Harris and Gov. Ben Cayetano during their election campaigns.

As of today, the entire text of the report can be called up on the Star-Bulletin's online edition ( or received by mail from PAG's Dolores Foley. The online version will be continually updated.

"We are very excited about the opportunity to get this information to the citizens of Hawaii," said Foley, a UH assistant professor of public administration and one of the leaders of PAG.

PAG is an offshoot of POP '94, a citizens' group that organized during the 1994 election to identify key questions facing the islands.

PAG's project was launched in July 1995, when its members met with Harris and Cayetano to develop indicators to measure actions on each promise.

Foley said PAG's goal was to provide nonjudgmental reports that would allow citizens and the media to form their own evaluations on promises made by the mayor and the governor.

"The intent is to provide a mechanism by which candidates get reminded of their promises and citizens get reminded of their responses," said Foley.

The online version of the report has links for readers to comment instantly by e-mail on the reports of the governor and the mayor. Those receiving the printed version from PAG can comment by mail or fax. Reader comments will be posted online and highlights will be printed occasionally in the Star-Bulletin.
