
Executive Director Bob Watada says that occurs because of broad descriptions of the limits on campaign funds.
He says some politicians routinely use thousands of dollars each year to buy, repair, license and insure their cars, buy aloha shirts and take campaign supporters out for expensive dinners.
Watada is proposing that candidates be required to submit records showing who was at a meeting and its purpose if expenses are paid from campaign funds.
He also wants to forbid the practice of politicians leasing office space they own to their campaigns. And he says vehicles bought by campaign committees should only be used for campaign-related events.
Brig. Gen. Raymond Gandy Jr. says seven officers and 20 enlisted members of Tripler U.S. Army reserve are expected to get their orders this week.
They are expected to leave next month and return by Thanksgiving. Gandy says the group includes an optometrist, nurses, x-ray and pharmacist technicians.

Police arrested four teen-age suspects for first-degree assault at 12:40 a.m. - two 18, one 16 and one 15, from various Oahu locales.
The attack took place at University Avenue and Kuilei Street. The victim had an argument with one of the suspects earlier, police said.
He was punched and kicked repeatedly while he was down. His injuries included a laceration above the left eye, two missing teeth and a fractured lower jaw.
All four suspects were released pending further investigation.
Police were called to the Ala Ilima Street home around 6:30 last night after receiving reports of a domestic fight.
The woman told police her boyfriend had assaulted her, sat on her and handcuffed her wrist to her ankles.
She also told police her boyfriend owned several unregistered firearms. With the man's consent to search, police located and seized eight handguns and three rifles.
He was booked for investigation of kidnapping and firearms violations.
The Honolulu police gang detail, acting on a tip from San Francisco police, arrested Jake Silverman without incident after midnight Saturday at World Cafe in Restaurant Row.
Silverman apparently had been frequenting the restaurant and making phone calls to his former girlfriend in San Francisco, police said.
Silverman is charged with beating up his ex-girlfriend's new boyfriend and cutting up the man's face with a razor. The man required 300 stitches to close his wounds, police said.
