Last year, 13,981 permits were issued, and 12,662 were issued the year before.

Search for swimmer off Kauai finds nothing

Kauai Fire Department and Coast Guard rescue workers searched until dusk yesterday for a swimmer missing since Wednesday afternoon.

An aerial and shoreline search turned up no signs of 30-year-old Peter Unzeitig of Westmont, Ill.

At about 3:30 p.m. Wednesday, a witness reported seeing a person in distress near Polihale Beach. Bystanders tried to rescue him but lost him because of the strong current, fire officials said.

Firefighters, lifeguards, police and the Coast Guard began searching for the man at about 4 p.m. Lifeguards and rescue personnel from Pacific Missile Range Facility also searched beaches.

Kauai fire officials said a thorough search was conducted yesterday, and the Fire Department will likely not resume its search today.

The Coast Guard has issued an urgent marine broadcast to all mariners alerting them to be on the lookout for anyone or anything, Coast Guard spokesman Petty Officer Luke Clayton said.

The Coast Guard used two helicopters and a C-130 search plane from Air Station Barbers Point to do five extensive search patterns along all Kauai shorelines and open ocean, the Coast Guard said.

Standoff at home ends with a disappearance

Police responded to a family abuse case and found a man armed with a high-powered rifle at 4 p.m. Wednesday at a Wailua Homesteads home.

Police closed Kaholalele Road to ensure the public's safety.

The Kauai Police Department's Special Services Team and negotiators arrived on the scene, police said.

Negotiators made repeated attempts to get the man to surrender, police said. When those attempts failed, officers entered the home at about midnight, but the man was not found.

Police are continuing to investigate the matter.

Motorcyclist on Maui dies after accident

A 28-year-old Makawao man died Wednesday night when the motorcycle he was riding crossed the center line and collided with an oncoming car, police said.

The motorcyclist was identified by police as Edmund Francis Akiona.

Akiona died from injuries sustained in the accident, police said.

The accident occurred at 8:19 p.m. along Haleakala Highway near Firebreak Road, a half-mile northeast of mile post marker No. 1, police said.

Police said Akiona was headed northeast on Haleakala Highway when he crossed the center line around a large bend in the road and crashed into an oncoming sedan. The car driver was taken to Maui Memorial Medical Center for treatment.

Police are continuing to investigate the accident's cause.

WEST OAHU

19-year-old arrested in assault on officer

Police arrested a 19-year-old Ewa Beach man Wednesday after he allegedly assaulted an officer, who was trying to stop a fight.

Police said two men were arguing in the street at 4:06 a.m. at 91-015 Hailipo St. when the officer told the men to stop arguing. The suspect threw a punch at the other man, police said.

When the officer stepped toward the two men, the suspect turned and allegedly hit the officer in the face, knocking him to the ground, police said.

As the officer tried to handcuff the man, the suspect hit him again in the face.

The man was eventually handcuffed and arrested on suspicion of first-degree assault of a police officer and resisting arrest.

NORTH SHORE

Man, 26, is charged in woman's kidnapping

Police charged a 26-year-old man Wednesday with kidnapping a 23-year-old woman in Haleiwa over Thanksgiving.

Police said Patrick Nowicke allegedly held a 23-year-old woman against her will in Haleiwa from 9 p.m. Nov. 23 to 1:01 a.m. last Friday.

Nowicke allegedly threatened to kill the woman unless his ex-girlfriend, 22, met him at a designated place, police said.

The ex-girlfriend called police and reported the incident. The man then fled as officers converged, police said.

He was arrested on suspicion of kidnapping, weapons charges including a felon in possession of a firearm, unauthorized entry into a motor vehicle and attempted second-degree extortion. Nowicke was also wanted on felon-in-possession. Bail was set at $75,000.
