Gov. Linda Lingle observed the concrete pour on Saturday for the foundation of a temporary emergency transitional shelter being built in Waianae by the state as part of the administration's efforts to address the homeless problem on Oahu's Leeward Coast. The shelter will house 300 residents. Masons Andy Perry, left, and Ricardo Gallardo talked about the project with Lingle, senior adviser Linda Smith, state Comptroller Russ Saito and Kaulana Park, executive assistant to the chairman of the Department of Hawaiian Home Lands.
