Indian Army to train at Schofield Barracks
The Indian Army is participating in its largest exercise with U.S. forces at Schofield Barracks this month, as it learns how to deal with terrorists in an urban environment. Col. Mark Zimmer, Army spokesman, said 140 soldiers from the Indian Army arrived here Sept. 1 for the month-long counter-insurgency training at Schofield Barracks mock urban village.
Also included in the exercise are 20 Guard special forces members of the Indian Air Force.
Maj. Gen. Loyd "Chip" Utterback has been nominated for his third star as lieutenant general with assignment as commander of the 13th Air Force, Pacific Air Forces. Utterback is currently serving as deputy commander of Pacific Air Forces.
A command pilot, Utterback has more than 2,900 hours in fighter aircraft. During the 1991 Desert Storm campaign, he led his squadron in the first daylight attack in Iraq and subsequently flew 36 combat missions in the F-16 fighter jets.
Utterback earned his Air Force commission in 1975 as a military graduate of Texas A&M University.
The 13th Air Force was activated in New Caledonia in the Coral Sea in 1943 during World War II and was called the "Jungle Air Force," according to an Air Force fact sheet.
Between 1943-45, it participated in five operation areas and 13 campaigns. During the Vietnam War, the 13th Air Force operated out of Thailand. It was made up of seven combat wings, nine major bases, 11 smaller installations and more than 31,000 military members. In 1991, the 13th Air Force relocated from the Philippines to Andersen Air Force Base and officially established its headquarters on Guam on Dec. 2, 1991.
