Gov. Linda Lingle shared a laugh yesterday with the Honorable Grace Padaca, governor of the province of Isabela, Philippines, shortly before a signing ceremony at the Philippine Consulate in Nuuanu. The ceremony marked the sister relationship between the State of Hawaii and the Province of Isabela. Isabela, in northern Luzon, has a population of about 1.16 million, according to the province's Web site.
