Potholes develop on a resurfaced stretch of H-1 in just one year
A DOZEN POTHOLES riddled a 750-foot eastbound stretch of the H-1 freeway in Kalihi just a year after resurfacing, prompting the state to repave the area, said state transportation spokesman Scott Ishikawa.
"We're not happy with what was put down," Ishikawa said, so the department decided it is better to dig up the surface and put down new asphalt rather than patch potholes.
The state started resurfacing the eastbound lanes of the freeway between the Middle Street overpass and the Likelike Highway offramp Monday night. Officials say they believe the paving mix or the foundation was bad.
The state has yet to determine the cost of repaving the portion of the H-1 freeway or who will pay for it.
But if the state winds up having to pay, the Transportation Department has enough money left over from last year's resurfacing project to cover the cost, Ishikawa said.
The state contractor will begin resurfacing the westbound lanes later this week or early next week, Ishikawa said.

The 750-foot portion of the H-1 and the Moanalua Freeway were resurfaced last year. The H-1 section got the traditional Marshall Mix, Ishikawa said.
The state experimented with two newer types of asphalt and used them for the Moanalua Freeway portion of the project.
He said one of the new asphalt mixes, Superpave, held up particularly well. It is more compact, provides a smoother ride but is more expensive than Marshall Mix, Ishikawa said. The other asphalt used on Moanalua Freeway is Stone Matrix.
The state is still testing the two new mixes and has used Superpave to resurface Nimitz Highway and is using it on Kamehameha Highway at Castle Junction.
For the H-1 resurfacing, the state is again using Marshall Mix, "because we're not sure if it was a bad batch or it was the foundation," Ishikawa said.
The potholes are in the eastbound lanes. The state is resurfacing the westbound lanes as well because they were repaved with the same asphalt, he said.
But instead of putting a fresh 3-inch layer of asphalt, the contractor is putting down a 6-inch layer.
