Purported barracuda victim in fair condition

A 19-year-old Mililani man was upgraded to fair condition at the Queen's Medical Center after suffering a critical wound, reportedly from a barracuda while he was night diving off Kahana Bay, near Kaaawa.

On Thursday, Tonga "Piu" Loumoli was diving with his friend, Braven Rivera, when the fish charged into Loumoli's stomach. It left behind a tooth and a 6-inch-long gash to his abdomen. The tooth has yet to be examined.

Loumoli was taken to Queen's, where he underwent surgery. He was transferred from the intensive care unit to a patient room at the hospital Saturday, according to spokeswoman Monica Ivey.

Marine experts said it seems more likely that Loumoli was impaled by a large needlefish rather than a barracuda. But Loumoli and a rescuer were adamant that it was a barracuda.

Honolulu slated to get $31.9 million for buses

Honolulu would get $31.9 million to support and maintain its bus system under a bill approved Friday by the U.S. Senate Appropriations Committee.

In all, the appropriations bill that now goes to the full Senate provides nearly $74 million for various transportation, anti-drug and housing projects in Hawaii. The bill includes an additional $8 million for Honolulu's bus facilities.

Maui, Kauai and the Big Island would split $5 million to purchase buses to expand routes and increase service.

More than $2 million would go to Hawaii's High Intensity Drug Trafficking Area program, which serves as a federal, state and local coordination umbrella for counterdrug efforts in Hawaii. The National Hawaiian Housing Block Grants Project would receive $8.8 million.

"These projects are vital for Hawaii, as they strengthen our transportation infrastructure by air, land and sea," Sen. Daniel Inouye, D-Hawaii, said in a news release.

Funding for other transportation-related programs, such as a rapid transit project for Honolulu, would be provided through other legislation pending in Congress, Inouye said.
