Council advances limits
on vacation rentals

The City Council passed two resolutions yesterday, touching off a legislative crackdown on illegal bed-and-breakfast and other vacation rentals.

The measures now go to the Department of Planning and Permitting, then the Planning Commission. Those agencies will review the two bills and could make amendments before shipping them back to the Council.

Supporters of short-term visitor rentals donned yellow T-shirts reading "Support Better Regulations" yesterday. They said vacation rentals are good for tourism and business and that sensible regulations are needed.

Those opposed to bed-and-breakfast or vacation rentals say the units do not belong in a residential neighborhood and that the city needs to enforce whatever regulations are put in place.

"The city has been ineffective in shutting down these illegal vacation rentals," said Kailua resident Steve Simmons.

One bill proposes that advertisements for transient vacation rentals carry the operator's use permit number.

The second bill would lift the 1989 ban on bed-and-breakfast rentals in residential areas. But protest from a majority of residents could stop a bed-and-breakfast from obtaining a use permit.

Bed-and-breakfast operators, who would be required to live on the premises, would also be required to list their permit numbers on their advertisements or face the same fines as transient vacation units.
