A car was lowered onto the pavement yesterday after being extracted from a tree where it got lodged during a flash flood last week in Manoa. Dozens of residents affected by the heavy rain and floods came to the Manoa Valley District Park gymnasium yesterday to find out if they qualify for emergency disaster relief loans, get real property tax information or have debris removed from their property.
