What can the Legislature do to improve Oahu's traffic congestion?

If ever there's a magic bullet to address our traffic congestion it is going to be a long range solution. Utilizing our ocean by way of a ferry system might be worth looking into. It is not only going to address traffic congestion but parking problem as well.
