Missing parking
permits are found

400 permits for the disabled were
in the closed Waipahu facility


A total of 400 disabled-parking permit placards that were reported missing from the Waipahu Satellite City Hall have been found, right where they were supposed to be.

City officials found the placards at the Waipahu facility last week as they were clearing it after it closed last month due to budget cuts.

A box containing the placards was in a corner with license plates and other items that were delivered in May, said Dennis Taga, chief of the city's satellite city hall program.

"If we didn't move, we wouldn't have found it, probably," Taga said.

In an interview with the Star-Bulletin last month, the operations manager of Security Armored Car Service of Hawaii, the company contracted to handle deliveries for the city, predicted the placards would be found at the Waipahu facility after it closed.

"When they close down that place, they going find 'em. I guarantee they going find 'em," Ray Bagor had said.

Security Armored Car Service picked up the placards May 2 from the city's Motor Vehicle and Licensing Division in downtown Honolulu and delivered them to the Waipahu facility.

Police said the company signed for the placards when they were picked up, but the company does not require city officials to sign for them upon delivery. The general manager said the company will be changing that.

Taga reported the placards missing on June 18, and police investigated the case as a possible second-degree theft, a Class C felony.

Sgt. Bart Canada, coordinator of the Honolulu Police Department's Disabled Parking Enforcement program, said he is pleased the placards were found.

"(It) means they're not in the hands of anyone on the street," Canada said.

Taga returned the 400 placards to the Disability and Communication Access Board, the state agency in charge of the disabled-parking permits.
