City gets new budget and
fiscal services director

Ivan Lui-Kwan, a business executive and corporate attorney, has been appointed to be the city's budget and fiscal services director by Mayor Jeremy Harris.

Lui-Kwan is president and chief executive officer for Kona Bay Marine Resources, which does aquaculture at the National Energy Laboratory of Hawaii at the Big Island's Keahole Point.

Before that, he was chairman and chief executive officer for Queen's Development Corp. and executive vice president and chief operating officer for Queen's Health Systems.

An attorney, he was also an associate with the law firm of Carlsmith Ball from 1976 to 1995 where he was among a team that helped guide the Hamakua Sugar Co. through its bankruptcy proceedings.

Council Budget Chairwoman Ann Kobayashi said she believes Lui-Kwan is qualified for the post.

The city has been without a budget director since former Director Caroll Takahashi resigned in July.

Acting Director Chris Diebling will become deputy director.
