2 civilians die in fire aboard Navy Reserve ship

Two crew members aboard a Pearl Harbor-bound ship from the U.S. Maritime Administration Ready Reserve Force died yesterday in an engine room fire, U.S. Coast Guard officials said.

A fire broke out 800 miles east of Honolulu aboard the 749-foot MV Cape Horn.

It was taking cargo to Thailand for war games and was headed to Pearl Harbor, the Coast Guard said.

The victims were civilians, officials said, and their names were not immediately released.

The Cape Horn is under the control of the Navy's Military Sealift Command.

The Coast Guard received a call at 5:30 a.m., and the sealift command ship USNS Shasta arrived to provide assistance.

A Honolulu-based commercial tug was dispatched to tow the Cape Horn, which was dead in the water, to Oahu.

A Coast Guard rescue helicopter was forced to land in Kailua District Park last night to get a patient to the Castle Medical Center.

Oahu juvenile court divided into 4 regions

Under the new One Family/One Judge project, geographic sections of Oahu will be assigned four judges in the Juvenile Division of the Oahu Family Court.

The pilot project, which began yesterday, assigns Judge Linda K.C. Luke to the Central region; Judge John Charles Bryant Jr., Leeward; and Judge Kenneth E. Enright, Honolulu. The selection of a new Family Court judge is under way, and that person will be assigned to the Windward region.

The program will also attempt to establish a greater presence of individual judges in specific communities.

"We simply want closer relationships between the judges and the children, families and communities the judges serve," said Family Court Senior Judge Frances Q.F. Wong.

The project will be evaluated throughout the following six months.

Feedback from attorneys, community organizations and agencies that work with the court are welcome. Comments can sent to Senior Judge, Family Court of the First Circuit, 777 Punchbowl St., Honolulu, HI 96813-5093.
