UH restructures
administration

3 new vice chancellor posts
are created; 2 senior VPs lose jobs

A restructuring of the University of Hawaii administration was announced this morning after the Board of Regents meeting.

Three new vice chancellor positions were created in Manoa, a chief financial officer for the UH system was appointed and new leaders named on the community college level. The regents also selected a new chairman and vice-chairman and two senior administrators in Manoa lost their jobs.

Dean Smith, UH senior vice president and UH-Manoa executive vice chancellor, and Alan Teramura, UH senior vice president for research and dean of Manoa's graduate division, have been put on paid leave for professional development for the next year while they negotiate for new positions within the university.

Interim Manoa Chancellor Deane Neubauer also announced his first appointments.

Karl Kim, interim assistant vice president for academic affairs since February, has been moved into the Manoa Chancellor's office as interim vice chancellor for academic affairs, Neubauer said. Prior to February, Kim was the chairman of the Department of Urban and Regional Planning.

Edward Laws, chairman of the Oceanography Department, will become interim vice chancellor for research and graduate education.

UH Budget Director Rodney Sakaguchi will be vice chancellor for the administration.

Eugene Imai, senior vice president for administration for both the system and the Manoa campus, will become Chief Financial Office for the system under Dobelle.

"What we tried to do was put together a team here with a lot of experience and broad representation around the campus," Neubauer said.

All three vice chancellors are long-time tenured faculty members who will have "retreat rights" to faculty positions.

In reference to Smith and Teramura, Neubauer said, "our action is to recognize that these are both people that served in administrative positions at the university for six years and they're due leave."

Neubauer, who was named interim Manoa chancellor on July 2, said he and new UH President Evan Dobelle have moved quickly with the restructuring and have not yet determined where everyone will be placed.

The UH Board of Regents voted to establish the Manoa Chancellor's Office with three vice chancellors at its meeting this morning.

The board also elected Allan Ikawa, chairman of Big Island Candies, as chairman and building contractor Bert Kobayashi as vice-chairman.

"We're going to try to do everything to help the university to the greatest level ever," said Ikawa.

When the board approved separating the UH presidency from the Manoa chancellor position in concept at a January meeting, there was stipulation that there would be no additional costs and all restructuring, charts and budgets must meet with board approval.

The proposed reorganization included abolishing 10 executive and managerial positions and creating six new positions in the chancellor office.

Neubauer has proposed establishing two Manoa vice chancellors of student services and academic services after a six month study on how the services are currently offered.

Neubauer said he realizes that his first appointments are "gender poor" and intends to rectify the problem as he selects the remainder of his staff.

On the community college level, Dobelle appointed Mark Sillaman, provost of Leeward Community College and Ramsey Pedersen provost of Honolulu Community College. Dan Ishii was named vice-president of student and community affairs.
