More than 40 percent of Mayor Jeremy Harris' $498 million capital improvements budget is earmarked for federally mandated projects to improve the city's aging waste-water system.

The $498 million is the highest capital improvements proposal in Harris' six years as mayor.

In other areas, the mayor has proposed:

Bullet $20 million for new public safety facilities, including $5 million for the long-awaited East Honolulu police substation to be built near the Hawaii Kai park-and-ride facility.

And $10 million will go to the new Fire Department headquarters.

Bullet $24 million for transportation and transit facilities, including $6 million for the purchase of buses and $9 million for acquisition of land, design and construction of the Middle Street transit center.

Bullet $5 million for the first phase of a $15 million Waianae Coast alternate emergency route.

Bullet $6 million for redevelopment of the area surrounding the Hawaii Convention Center.

Bullet $12 million for the purchase of equipment.

Bullet $3 million for renovations to the Kulana Nani apartment complex in Kailua.

Bullet $8 million for upgrading and expanding the city's telecommunications system for police and other personnel.

Bullet $2.8 million to design, construct and purchase street lights to replace rusting ones at the city's West Loch Estates and West Loch Fairways.

Bullet $800,000 for a second fire/rescue helicopter.
