Isle Air Guard to patrol Iraq's no-fly zone

Members of the Hawaii Air National Guard will begin deploying to the Persian Gulf this week in a rotation of personnel supporting Operation Southern Watch.

This deployment is not related to last week's air strikes in Iraq, the Guard said.

It is part of the patrol of the southern no-fly zone set up to prevent Iraqi aircraft from flying and to monitor any Iraqi troop movement below the 33rd parallel.

About 40 Hawaii airmen will leave for the Persian Gulf starting Thursday. Most will stay for about three weeks.

Several other Air Guard members will deploy to bases in Italy, Germany and Turkey.

Drug-treatment pleas to mark Feary's death

The anniversary tomorrow of the death of singer-songwriter Mackey Feary in Halawa prison in 1999 is being marked by events pushing treatment instead of prison for drug abusers.

At 10 a.m. in the State Capitol rotunda, Feary's sister, Dancetta Feary Kamai, will discuss the tentative out-of-court settlement by the state and the Feary family in their wrongful death suit.

"Mackey's dying wish was that his death should not be in vain," said Feary-Kamai.

"He had asked for help with his dual diagnosis of depression and substance abuse. But after being terminated from treatment, he was thrown into prison for 10 years.

"For a person with depression, this was a death sentence."

Gov. Ben Cayetano has introduced legislation based on the concept of Proposition 36, the Substance Abuse and Crime Prevention Act of 2000. Bill Zimmerman and Dan Abrahamson, co-authors of California's Proposition 36, which diverts drug offenders to treatment instead of prison, will also be at the press conference.

Both will also be at a public forum to be held tomorrow from 7 p.m. to 9 p.m. at Kaumakapili Church.

Discussion will be based on promoting drug treatment over incarceration.

The forum is co-sponsored by DPFH, ACLU of Hawaii, the Community Alliance on Prisons, the Hawaii Ecumenical Coalition, Harm Reduction Hawaii and T.J. Mahoney's.

For more information, call Pam Lichty, vice president of DPFH, at 224-3056.
