UH Student Caucus against amendment

The University of Hawaii Student Caucus is urging voters to say no to the proposed constitutional amendment that would give the UH system control over its internal affairs.

Keikilani Meyer, chairwoman of the student caucus, said yesterday that her organization representing students from all 10 university campuses is for the idea of autonomy but not for the proposed amendment because it would not "promote true autonomy."

Meyer said true autonomy would include an independent Board of Regents to oversee the university. Board members are appointed by the governor, and the amendment would not change that process, she said.

Search to resume for missing boaters

The U.S. Coast Guard was to resume a search this morning for two Oahu men and their dog, missing in a 14-foot Boston Whaler powerboat.

Searches yesterday and Sunday failed to turn up anything.

The Coast Guard received word that they were overdue about 4:30 p.m. Sunday. The party had taken a cruise across the Molokai Channel.

The two men left Kailua about 8 a.m. Sunday. The boat owner called his wife from Molokai two hours later to say they had crossed the channel safely and would be back by noon, the Coast Guard said.

Drive-through voter registration to begin

Wikiwiki Drive-Thru Voter Registration for the Nov. 7 general election starts tomorrow at the state Capitol from 7 a.m. to 6 p.m. It will be repeated there Thursday and Friday.

Identical hours will be in effect for drive-through registration at Pearl City Shopping Center and Windward Mall on Thursday and Friday.

German tourist drowns in heavy surf on Kauai

LIHUE -- A 33-year-old German tourist drowned around noon yesterday at Hanakapiai Beach on the Na Pali Coast, the Kauai Fire Department said.

The woman's body was retrieved by a fire department helicopter after lifeguards in personal watercraft and rescue specialists in inflatable boats were unable to land in the heavy surf.

Fire officials said she was vacationing with her husband when and she was hit by a wave and dragged out to sea in heavy surf.

Maui pedestrian dies after being hit by car

LAHAINA -- A Maui man died after being struck by a vehicle while crossing the highway in front of the Lahaina Cannery Mall last night.

Roberto Bumanglag, 78, of Lahaina was struck by the vehicle shortly before 10:30 p.m.

Maui Police Sgt. Leighton Kanaele said Bumanglag was not in a crosswalk and speed and liquor were not factors in the death.

Kanaele said the 32-year-old male driver has not been charged but an investigation is continuing.

Bumanglag was the 17th traffic fatality this year on Maui, compared to 11 for the same period in 1999.

H-1 freeway jumper faces drug, threatening charges

Police charged a 32-year-old man who reportedly threatened officers with a knife before jumping onto the H-1 freeway Sunday.

Pedro Ybarra was charged last night with three counts of first-degree terroristic threatening, possession of dangerous drugs and drug paraphernalia, police said. He is being held in lieu of $50,000 bail.

Patrol officers located Ybarra on Sunday afternoon over the Aala Street overpass. He had allegedly beaten and threatened his girlfriend.

Ybarra jumped onto the freeway after being shot by a police bean-bag gun, police said.
