I have worked on many community issues over the years. I attend meetings and seminars and insist on understanding the pros and cons of the issues. I work well with people, am very patient but persistent. With facts in hand, the proper solution is within reach.

What are the top three issues facing Hawaii (from most pressing to least)?

1) Government departments must review how they do the people's business and eliminate the waste, fraud, duplication of effort, poor planning and reform outdated regulations, inefficient procedures and work habits. 2) Elected officials must prepare legislation with the highest priority and require open debate on all issues. 3) Our leaders with community participation must put down on paper a plan of action-- a vision -- of projects ...

Are changes needed to the civil service system? If so, what are they?

Yes, the civil service system needs to be updated to meet today's requirements. Before changes are made, we need a "blue ribbon" committee to review the system, set priorities for change; hold several informational community meetings, and then draft the appropriate legislation.

Yes. At least the following: 1) Eliminate redundancies and contradictions between civil service and collective bargaining laws; and 2) Allow the counties, the University of Hawaii, and the state hospitals to negotiate their own collective-bargaining agreements.

What are the unique qualifications you bring to this job?

My office has been a conduit that connects our community with our policy makers. I've helped citizens use the legislative process and encouraged participation. Four years on the Finance Committee has helped to ensure that our district has finally begun to receive its fair share of funding for vital projects.

What are the top three issues facing Hawaii (from most pressing to least)?

We need to encourage and nurture businesses that provide long-term, well-paid employment that respects our community's vision. Improving the public education system is essential. We need to support small business and real, diversified agriculture and examine how tourism can better contribute to the life and culture of our people.

Are changes needed to the civil service system? If so, what are they?

Yes. Civil service reform has done much to eliminate the overlapping of civil service and collective bargaining laws. More progress, however, needs to be made in implementing performance accountability and jurisdictional autonomy. We also need to focus on cost issues at the bargaining table such as holiday and vacation leave.
