Private parties
not allowed
at bandstand

Question: Is there any policy for activities at the new Kapiolani Park bandstand? At all times, I see people picnicking on the stage, kids playing and so forth.

About 7 p.m. Thursday, July 13, there was what looked to be a wedding reception on the stage. There were long tables covered with pink tablecloths and food and drinks. People were dancing. Is there any policy on who can use the bandstand, or is it just a free-for-all?

Answer: Only bona fide nonprofit organizations may use the facility by permit, says city Parks Director William Balfour.

The city does not allow parties, such as weddings, graduation or birthday festivities. The bandstand is open to the public from 6:30 a.m. to 9:30 p.m. daily for viewing.

Mike Smith, Kapiolani Regional Park manager, is looking into your complaint.

There were no permits issued for a wedding on July 7, nor did the staff see any wedding party as you reported, so this could have been an impromptu situation.

Reservations for the bandstand may be made by faxing the request to 971-2507 or by writing to the Kapiolani Regional Park Bandstand, 3840 Paki Ave., Honolulu 96815.

There is a $10 per hour fee for use of the bandstand on holidays, weekends and evenings.

Q: Who is supposed to pick up the trash around Aloha Stadium? A lot of trash is blown around from the swap meet and different events, but it doesn't seem that anyone ever picks up the papers, plastic bags, etc. Is it the responsibility of the Stadium Authority, the concessionaire, swap meet operators or event sponsors?

A: It's the responsibility of the Stadium Authority, says its engineer, Ken Tong.

The authority recently initiated a more coordinated approach to the trash problem, which is aggravated when the wind picks up.

"That pushes the trash to the fence line along Salt Lake Boulevard," Tong said. "We are now policing that fence line every hour."

Vendors also are reminded to ask patrons to use trash containers in the area.

Q: I was impressed by this week's speeches at the Republican National Convention by retired Gen. Colin Powell on Monday and Sen. John McCain on Tuesday. How can I get copies of their speeches?

A: Copies of Powell and McCain's speeches, as well as anyone else who spoke this week, are available on the Internet at the Web site maintained by the Republican Party and that highlights activities of the Philadelphia convention.

To construction crew working on the sewer line on the Kahuku end of Kahana Bay. They have done a very shoddy job of patching the road at the end of day. It's hard on the mental state of the drivers coming home from work as well as the vehicles. The steel plates covering the work are placed too high, resulting in a speed bump effect.
