Kakaako master plan
moves closer to reality

Ilalo Street, which fronts Kakaako Waterfront Park, would be turned into a tree-lined promenade under a plan to be unveiled by the Hawaii Community Development Authority at a public hearing April 5.

The Ilalo Street project is part of a master plan to improve the entire Kakaako area with pedestrian-friendly walkways and a route connecting the park to both Kewalo Basin and the mauka area of Kakaako, along Cooke Street.

The area, mostly zoned for commercial use, is bounded by Forrest Avenue, Ala Moana, Ahui Street and the park.



Private landowners, public utility companies and the state would share the costs for the $17.6-million project, with the state assuming 80 percent of the total, said Teney Takahashi, director of planning for HCDA.

The HCDA, a state agency that holds title to almost 200 acres in Kakaako, approved infrastructure improvements to Ilalo Street last October.

The plan calls for traffic to continue to flow along Ilalo, with a medial strip down its center.

Curbs, gutters, sidewalks and the pavement would be upgraded and utilities would be improved, including new drainage, water and sewerage systems. Electrical and telephone wires would be put underground.

The state wants to move out the city's refuse and waste-water treatment corporation yards that are now in the area.

Two car dealerships -- Pflueger Honda and Honolulu Ford -- sit on Ala Moana, with lots that extend back to Ilalo Street.

The project will increase traffic and congestion, said Pflueger Honda manager Henry Young.

His dealership's preparation, parts and service departments are on Ilalo. But Young is mostly concerned with "long-term delays" in construction.

"Improvement is good," he said. "I just hope they do it well."

Work to extend Ward Avenue to the makai side of Ala Moana, connecting with Ilalo Street, has been under way since the end of last year. That project, not technically part of the Ilalo Street project, has resulted in the closing of Ahui Street.

John Dominis Restaurant already has been affected by the closing, manager Kyle Kato said.

Customers not familiar with the area who are trying to turn right on Ahui Street are sometimes irritated because they must backtrack and often get lost getting to the restaurant, he said.

"We are retail and customers need access to our restaurant," Kato said. "Hopefully, whoever is in charge (of the Ilalo Street project) will keep that in mind."

The public hearing will be at 2 p.m. April 5 at 677 Ala Moana in HCDA's Conference Room No. 1000.
