join governors

Star-BulletinFormer state Sen. Mike McCartney and Davis Yogi will hold Cabinet posts in the second term of Gov. Ben Cayetano.
The governor announced yesterday that McCartney will be director of the Department of Human Resources Development and Yogi will be chief negotiator for the Office of Collective Bargaining.
"Both of these individuals are highly qualified and will bring a wealth of knowledge and experience to state government," Cayetano said. "Mike McCartney has broad experience in government affairs and has shown himself to be a true leader able to bring about collaborative solutions to complex problems. Davis Yogi has an extensive background in labor relations and is eminently qualified to serve as the state's chief negotiator for the Office of Collective Bargaining."
McCartney served in the state Senate from 1988 to 1998, and was chairman or co-chairman of committees on labor and human resources, education and higher education. He did not seek re-election this year. McCartney previously worked as a field representative for the Hawaii State Teachers Association.
Yogi most recently served as vice president of environmental operations and government affairs for Brewer Environmental Industries. Earlier, he was a field services officer for the Hawaii Government Employees Association.
The appointments will take effect in January. James Nishimoto was named deputy director of the human resources department, and Alfred Lardizabal was reappointed deputy negotiator for the collective bargaining office.
