Maybe they're directions for space aliens, who, after crossing the vastness of deepest space, have decided that European lettering styles are just what the medical officer ordered. Or maybe they're runic instructions to those mysterious black helicopters from the UN Conspiracy; the fact that you haven't seen any such helicopters is proof of the conspiracy, right?
Or maybe the insects are doing it in the middle of the night, just trying to mess with Big Meaty's mind (that's what they call us -- Big Meaty).
On the other hand, maybe it's just shorthand between government departments. According to Board of Water Supply inspector Edwin Oka, before any work is done in an area, such as laying in a new water pipe or sewage line or whatever, each utility company has to inspect the site and leave notations about where their lines lie.
They're color-coded. The Board of Water Supply is blue, Hawaiian Electric is yellow, Wastewater is orange, the Roads divisions are white.
And if you see a dotted line, watch out. That's where the asphalt saw is suppose to cut.
