FORMER isle hotelier Georg Rafael recently received Germany's Savarin Plakette '98 for highest achievement in hospitality and world tourism for his Rafael Group of hotels. Carole Kai and Eddie Onouye and Hans and Claire Strasser attended the Munich black-tie ceremony, along with Rafael's wife, Rose-Marie, and their son, Mark. Georg's 90-year-old mom also attended. I THOUGHT $300 a person was a high price to pay for a Bishop Museum benefit dinner that was held at the Halekulani but now here comes the French Festival gala at the Hilton Hawaiian Village with a price of $350 per for runway seats. Other seats are $250. The Nov. 14 affair in the Coral Ballroom offers a fashion show with fashions from Chanel, Dior, Hermes, Saint Laurent and Sonia Rykiel. Anna Umemiya, a top Japan model, and Hawaii's Sherry Williams will model. Williams has modeled for the leading French designers and appears on the "Bold & Beautiful."
