There are Cayetano-Hirono sign-wavers on the Mililani on-ramp to the H-2. They park on the median, where cars from Mililani Mauka merge with cars from Mililani, blocking the view of those cars. "They were counseled, informed of the law and have since removed themselves from that area," he said. "We'll be continuing to make checks."
As long as there is a sign posted, pedestrians are not allowed on the freeway or on-ramps to the freeway, he said. Also prohibited: unlicensed motor vehicles and bikes.
As far as the cars being on the "median," it's more a grassy area which divides the on-ramp from the freeway. Kornegay said he couldn't find any restrictions on parking there.
I have a bird's eye view of Kalakaua Avenue. On several occasions, I've witnessed bikers riding on the sidewalk or in the bus lane or going the wrong way down a one-way street. Several times, I've seen police stop and cite violators, but if you are a tourist, they don't. Are there two sets of laws here, one for locals and one for tourists?
Police have issued citations to visitors, but sometimes, they may just warn people, said police spokeswoman Jean Motoyama.
"There are times when visitors are not familiar with the law, so they are warned," she said. "But there is no separate law involved."

About 8:40 a.m. on Oct. 17, at Kapiolani Park, I witnessed two vehicles driving into the park for the rugby tournament. One was a truck and one was a car. The car drove through the soccer field, even with everyone yelling! There were a lot of people and a lot of kids running around. If these people were allowed to drive on the field, someone should have been monitoring them. Auwe
(Your complaint was given to the city Department of Parks and Recreation, which issues permits allowing vehicles to drive onto the grass or any area of a park.
Permittees must give a legitimate reason, such as loading or unloading equipment, and place a $250 deposit with the department, said spokeswoman Patti Kimoto.
At no time are games to be interrupted or people's lives placed in danger, she said.
A rugby team did have a permit to load and unload equipment that weekend, Kimoto said.
The permit office was to speak to the organization about your complaint and "reiterate the terms and conditions before they return their deposit," she said. "The deposit is collected to ensure that violations do not occur and to mitigate lawn damage, if any.")
To two young men and the driver of the Ruger bus. I would like them to know how much I appreciate their help when I fell on the sidewalk after getting off the bus in Kaimuki.
