I am a state employee. I asked my supervisor if I could participate in the Aloha United Way "Day of Caring" but was told I would have to take vacation time because it was on a Thursday. But I understand that Gov. Cayetano and his Cabinet participated in the campaign and were not required to take vacation time. Why did they discriminate against regular employees? is not part of civil serviceThe governor did ask his Cabinet to help clean up a sugar mill as part of the AUW fund-raising effort, said his press secretary, Kathleen Racuya-Markrich.
One thing you have to remember, Racuya-Markrich said, is that Cabinet members hold appointed positions, not civil service positions.
"Civil service employees have to take leave (for something like the 'Day of Caring' event) because they're not doing what's required in their jobs," she said. "Cabinet members do a whole lot of things. The governor asked them to participate in this 'Day of Caring' as part of the administration's Aloha United Way campaign."
What is the rule when turning from a street onto another street when two opposite-traveling vehicles are turning onto the same street with two lanes in the same direction? For example, two vehicles from Hunakai traveling in opposite directions want to turn onto Waialae Avenue. Normally, the one making a left turn is at fault when hit by an oncoming vehicle, but what about when both are turning? A solid line separates the lanes on Waialae Avenue, but what if there was no solid line dividing the lanes? What about when you turn onto a single-lane street when the left-turning vehicle has a left-turn arrow? Who will be at fault if there was an accident in these incidents?
Any time you turn left, you are supposed to yield the right of way, said Honolulu police spokeswoman Jean Motoyama.
A person turning right is supposed to turn into the lane nearest to them, which in this case means the farthest right.
"So both would be at fault (in an accident) because the person turning left is supposed to yield but the person turning right was supposed to turn in the lane closest to the right," Motoyama said.
If you are turning on a left-turn green arrow, you have the right of way.

Re the complaint about Hawaii Kai Public Library being closed from Thursday, Aug. 20, until Monday, Aug. 24, as part of the Admission Day observance: The library did open on Sunday, Aug. 23. It is one of five public libraries open from 1-5 p.m. Sundays. Clarification
