Police were told by informants that the crime was committed by a three-man burglary and theft gang out for drug money, said Kalihi police Sgt. Mark Victor, who worked on the case.
The three men, in their 30s, have since been convicted in other cases, including one involving a bank, and are in prison, Victor said.
"We're 99 percent sure it was them, but we can't take it to the prosecutors," he said. "You can't just go on circumstantial evidence and a detective's gut feeling."
The burglars stole $31,000 in cash and $69,000 in checks. The loss was covered by the city's theft insurance policy, which carried a $5,000 deductible.
Victor noted there was no evidence to suggest that employees from the satellite city hall were tied to the break-in.
The city immediately upgraded its security alarm system and procedures, said Carol Costa, the city director of Information and Complaint.
The city has also since moved from the Kalani Street location to its new site along Kapalama Canal.
