Police to submit report on Laulusa shooting

Police have completed their internal criminal investigation into the Jan. 22 shooting of Rodney "Banks" Laulusa at Palolo Valley Housing.

Lt. Greg Poole of the Internal Affairs Division says the report will be submitted to the prosecutor's office by Wednesday or Thursday. Honolulu Prosecuting Attorney Peter Carlisle today said he will make a decision on whether it was a justifiable shooting.

The report includes statements of 30 people, of which 11 or 12 accounts are considered significant, said Poole.

The report, however, does not include statements from the three police officers who allegedly shot Laulusa. The officers declined to be interviewed by investigators.

Laulusa, who was armed with two long fishing knives, was shot 14 times from a distance of about 10 feet. Seventeen casings were recovered, but investigators have determined 20 shots were fired, Poole said.

Laulusa was not legally drunk, and there is no indication he was under the influence of illegal drugs, Poole said.

An 18-year-old Waipahu man was in guarded condition today with multiple stab wounds to his groin and thighs from an early-morning attack yesterday at Hau Bush in Ewa Beach.

The man reportedly was attacked by a group of five to 10 men at about 2:30 a.m. after two teen-age girls he was with left his car to use the restroom, police said.

When the girls returned, they found their companion surrounded by the men, police said. The girls were not injured, and the assailants, who fled the scene in several cars, are still at large.

The man was taken to St. Francis-West Hospital and later transferred to Queen's Hospital.
