The state Department of Transportation was testing the lights to make sure all the bugs were out of the system, said Sterling Morikawa, the department's construction and maintenance branch engineering program manager.
It also was evaluating whether leaving the lights on would minimize theft and vandalism, he said. It turns out theft of wiring has been a problem, even during construction of the freeway.
But officials have determined there can be adequate guard security, Morikawa said.
As far as the lights at the Kahekili/Likelike interchange, Morikawa's staff checked and double checked your complaint, but could find no major outage, much less one that has lasted three months. Call back with details if there continues to be a problem.
