"It's completely digital, has high security, and clear reception," Winters said. "That's what is different from the old analog cellular technology."

He joined the company last year. As acting technical director, he worked on the design and engineering of the company's network, which was began service on Oahu on Nov. 13. The company's Maui network became operational this month.

Winters has more than 10 years in telecommunications including consulting positions in sales or engineering with Pacific Bell Mobile Services, CellNet, Cellular One, Motorola and MCI.

He earned a bachelor's degree in electronic engineering from Capitol Institute of Technology in Laurel, Md.
