Our children use the Manoa Recreation Center baseball field and the fields around the gym and Manoa School. We've noticed people letting their dogs run loose without a leash and an increasing amount of dog droppings, even though signs clearly say animals are prohibited. We called the Hawaiian Humane Society, who told us to call police. We called police and waited 11/2 hours but no one showed up. During a baseball game, one child fell on some dog droppings. It was quite disgusting. This is a highly used area. Is there any way the owners can be cited? (Two complaints.) Pooch poop persistent
problem in public parksUnfortunately, you've described a "constant problem" in the parks, said Patti Nagao, spokeswoman for the city Department of Parks and Recreation.
Groundskeepers have been diligent in trying to pick up the poop at the Manoa fields, but the problem is worsening, she said.
The city has designated 33 parks that allow dogs, locating them in different districts across the island to be convenient to residents.
"We ask dog owners, when they take dogs for a walk, to go to these parks," Nagao said.
Those who insist on taking their pets to parks like Manoa should at least bring a scooper and plastic bag, she said.
Other than appealing to dog owners to be considerate of other park users, there's nothing the department can do.
Nagao said to call police if you notice a chronic offender, someone who shows up at a certain time every day. Otherwise, police can't always respond immediately, as you found out.
