One trainer bill

clears first hurdle

A bill to solidify 15 positions for nationally certified athletic trainers in Hawaii's public high schools was unanimously approved by the state House Education Committee yesterday.Full-time trainers originally hired for the "pilot program" in 1993 have faced uncertainty about their future. They are now considered "temporary" hires.
But Rep. David Stegmaier, chairman of the education panel, said he expects clear sailing for the bill to make them permanent. It is being waived through the labor committee to the finance committee where a hearing could be scheduled for mid-February.
The Oahu schools that would benefit from the bill, if it ultimately passes through both houses of the legislature, are McKinley, Kailua, Kaimuki, Farrington, Kahuku, Waianae, Waipahu, Aiea, Waialua and Mililani.
A second bill to establish new trainer positions at the state's other 25 public high schools will be heard in the coming weeks.
Stegmaier said he supports this bill but sounded a familiar theme in assessing its chances for survival in other committees.
"The real problem is we don't have the money," he said.
"I don't see how we will be able to convince the finance chair (Rep. Calvin Say) to expand the trainer program at this time. It seems too costly."
The positions are salaried at $32,000 apiece. There would also be start up costs for each new school trainer program.
Stegmaier said there are "competing interests" crowding the field for the second and more ambitious trainers bill, such as the need for increased school campus security personnel.
However, Stegmaier said the trainers program is a priority with him and he'll try to extend his influence to further its momentum.
"I'm familiar with the dangers that exist on the field and what can happen when there's no one in attendance qualified to deal with major injuries," he said.
Asked how long he thinks it will be before the legislature accepts the notion of adding the remaining 25 positions, he said it will take at least a few years.
Another bill which would tie prep coaches' salaries to collective bargaining settlements also cleared the education committee.
