Banking on private help

James Baldwin, new president of the Hawaii Foodbank, says welfare reform will put extra demands on his organization.

"Nobody knows what effect it (reform) will have. Right now, in my opinion, the welfare burden is shifted from government to the private sector," Baldwin said.

The local food bank is interviewing 385 recipients on their economic situation, part of a national study to be finished in March.

Baldwin came to Hawaii in 1982, served in the U.S. Marine Corps, and got a bachelor's degree in accounting at the University of Hawaii.

He worked with the accounting firm of Arthur Andersen Co. and the Pint Size Corp., a local frozen food distributor, before joining the Hawaii Foodbank in 1995 as director of finance. When Jack Stern retired, Baldwin became president. Last year the Hawaii Foodbank distributed some 4.6 million pounds of food.
