
During the hour-long televised debate, Fasi said Harris "doesn't tell the truth." Harris responded that Fasi was "confused."
Former Council Chairman Morgado said he was "appalled" to learn that Harris' plan to put 240 more police officers on the streets would not be fully implemented until 1999. "To realize that we have the fewest officers today on the street than we've had in recent history is irresponsible . . . of the city administration," Morgado said.
Harris said the problem is not a lack of resources for the Police Department but the lack of detention centers to house criminals.
Fasi said Harris fails to recognize the immediate need. Fasi proposed asking the National Guard for volunteers to fill in until recruits come aboard.

Rescuers from Hilo worked through the night and returned to the station shortly before daybreak today, a Fire Department dispatcher said.
On Wednesday, he allegedly forced his way into a rental home on Laumilo Street and struck a 43-year-old woman visiting from Germany. When the woman's son came to her aid, the suspect fled to nearby Hinalea Street and confronted a 76-year-old woman standing in her driveway.
When she asked him to leave, he placed her in a choke hold and clamped a hand over her mouth, dragging her into her home, police said. Her son came to her rescue and the suspect fled - leaving behind a gym bag.
Police later located him at McDonald's in Waimanalo.
