GTE Hawaiian Tel and the union representing 2,200 of its workers have ended more than two years of sometimes heated negotiations with a tentative agreement on a three-year contract.

The telephone company and the union, the International Brotherhood of Electrical Workers Local 1357, yesterday declined to disclose any financial details of the contract until it is ratified by union members.

However, company spokesman Calvin Tadaki, said both sides had previously agreed to a three-year wage increase of 11.3 percent, plus a 2.55 percent increase for incentive pay. And there were reports yesterday that the raise in the first year of the contract was 3.7 percent, with larger increases in the final two years.

The results of the union vote likely will be announced Sept. 10, said George Waialeale, the IBEW's business manager. Any wage increases will go into effect Sept. 1.

"This contract truly represents a new era of partnership for the company and the union that will enable us to work together to provide our customers with the best service possible," said Warren Haruki, Hawaiian Tel's president.

Haruki noted that the new contract will help the company focus its efforts as Hawaii's telecommunications industry becomes more competitive.

Union workers have been working under an extension of a contract that expired in April 1994.

Union and management had been deadlocked over medical benefits for Hawaiian Tel retirees. The union had said that management wanted to remove contract language that obligates the company to pay for retiree's health care costs.

Haruki said that both sides were able to resolve that issue but he declined to elaborate.

Last October, the IBEW filed unfair labor practice charges against Hawaiian Tel, alleging that the phone company tried to intimidate union negotiators. The company has denied the charges. The charges are pending but will be examined by a committee of union and management members.
