Honolulu Department of Land Utilization: 1:30 p.m. Thursday, City Hall Annex, personnel conference room. Hearing for a zoning variance to allow DCR Communications, Inc. to build a utility installation, cellular telephone transmitter/receiver facility, which is not a permitted use and encroaches into the height setback; a variance to allow Michel's Restaurant, which is not permitted in the A-2 Medium Density Apartment District and increases nonconformity.
