Kihano's retirement pay
will reflect City Hall years

QUESTION: After former state House Speaker Daniel Kihano retired from the Legislature, he worked for the City and County of Honolulu for three years. Did those three years fulfill the high years of his "high three" for retirement pay?

If so, are the city and state retirement systems combined for all employees of the city and state or just for legislators?

ANSWER: Daniel Kihano will finish his job as an executive assistant at Honolulu Hale Aug. 19. Kihano last week confirmed his years at the city will constitute his "high three" for retirement.

Government in Hawaii has only one retirement system, which covers both state and county workers. This consolidated system has four classes or tiers, with differing benefits, within it, said Stanley Y.H. Siu, the administrator. Those four classes are noncontributory workers, contributory workers, a third group of mostly police and firefighters, and a fourth group of elected officials and judges.
