
The resolution seeks to have a progressive income-tax surtax ranging from 1 percent to 9 percent imposed on isle residents earning $100,000 or more annually.
But the committee jettisoned a resolution calling for an increase in the state's highest income tax bracket - now at 10 percent on couples earning $40,000 or more annually and on individuals earning $20,000 or more - to help fund health and human services that have been slashed by budget cuts.

Fire Department rescue personnel, police, and Cajski's father and other family members from Oahu have been searching the West Hawaii coast near Anaehoomalu Bay since the 20-year-old man's borrowed Toyota Land Cruiser was found there Saturday.

The suspect, of Kaneohe, was a passenger in a truck that the officer pulled over in Kalihi around 10:45 p.m. at Omilo and Ola lanes. The driver fled and is being sought.
On the man's lap was a computer, apparently one of numerous pieces of office equipment taken in the burglary, police said. Pastor Bruce Betker discovered the break-in at 7:30 a.m. Monday, police said. The burglars apparently had cut their way through a glass window to get inside. Betker had locked the church office at 1 p.m. the day before.
The officer spotted the driver of a red Ford pickup driving erratically on the H-1 freeway Ewa-bound lanes near the Likelike offramp without his lights on. He attempted to pull the truck over, and the driver finally stopped near Ola Lane.
The passenger was booked for second-degree burglary and possession of stolen property.
The officer also found a Bank of Hawaii deposit bag apparently belonging to St. Mark Lutheran Church in the truck's cab. In the bed of the truck was an air conditioning unit taken from the church, police said.
