Blame vandalism for
lack of soap in park toilets

QUESTION: The two new restrooms at Ala Moana Park don't have soap dispensers or paper towels. This condition has existed since the comfort stations opened a year ago. What gives?

ANSWER: What you see may become more of a practice at other outdoor comfort stations maintained by the city. The problem is the extreme high maintenance cost caused by an ever-increasing vandalism rate, according to Patti Nagao, city Parks Department spokeswoman. There is no Health Department requirement for either soap dispensers or paper towels, Nagao said.

She realizes that such a practice may be an inconvenience, but the city's decision is being driven by the high incidence of vandalism.
