The state has socked a $912,000 fine on a Waianae business that offered customers low-interest mortgages but wasn't licensed to issue such loans.

Pua Olena Financial Services & Trust Co., Waianae Mortgage and Interglobal Corp. and Rosa Linda Otholt, a principal of the two companies that operated from the same Waianae office, also were ordered to stop the illegal activity, according to the Department of Commerce and Consumer Affairs.

Kathryn Matayoshi, the department director, said her agency received five complaints in recent weeks about the companies, triggering an investigation that is continuing.

Four of the customers paid fees ranging from hundreds of dollars to about $10,000, but they have yet to receive their loans, which collectively totaled about $2.2 million, Matayoshi said.

Even though the three parties cited apparently accepted applications for 4.5 percent mortgages, they were not licensed as mortgage brokers, the department said.

Matayoshi said the agency isn't certain how much money the companies received from customers or whether any of that money can be recovered. She urged anyone who did business with the companies to call the department at 587-3222. Neighbor islanders can call 1-800-468-4644, then 7-3222 after the beep.

None of the fined parties could be reached for comment. They have no listed phone numbers.
