Mopeds may not carry anyone
but their drivers
Question: Are moped drivers allowed to carry passengers, riding either in front or in back of the driver?
Answer: No. Hawaii law says: "No person shall drive a moped which is carrying any other person nor shall any person other than the driver ride upon a moped."
To drive a moped, a person must be at least 15 years old and have a valid drivers license. The drivers license could be one for a motor vehicle or one for a motorcycle, said Officer Jesse Masagatani of the Honolulu Police Department's Traffic Division.
