Counties need protection from shoreline lawsuits

Your article of April 22 mentioned that Sen. Rey Graulty stated that the counties should be responsible for safety in the ocean. This appears illogical when the state and federal governments own and have jurisdiction over the water and land up to the vegetation and/or high-water mark.

If the ocean and part of the land along the shoreline belong to the state, why should we taxpayers of the various counties be exposed to the cost of defense and any court awards given to plaintiffs?

Whatever immunity the Legislature gave to the state of Hawaii should also be extended to all of the counties - no more, no less.

PUC appointees should know telecommunications

Regarding the April 17 column by Richard Borreca, "Pai could have contributed to the PUC," the writer's conclusion is contrary to the facts he presented.

Borreca stated, "Every day Hawaii becomes more of a player in telecommunications." Isn't this a good reason to appoint someone with at least some expertise in this area?

He quoted Governor Cayetano as saying telecommunications expertise was not necessary to serve on the Public Utilities Commission. Why, then, were legislators hesitant to confirm Gregory Pai?

Pai's spotless record as an analyst and public servant deserves much praise. Whether that qualified him to sit on the PUC is another story.

Truman truly appreciated efforts of Filipino vets

One of the panelists on an April 15 TV program on the BRAVO channel said: "The Filipino veterans fought in the defense of their country during World War II like the Vietnamese and Korean soldiers who fought side-by-side with the Americans as allies and therefore are not entitled to any rights, privileges and benefits from the U.S. government." This statement was an absolute distortion of facts.

The Filipino veterans fought side-by-side with the Americans as subjects of the U.S. government because the Philippines was a territorial possession and the inhabitants were American nationals by virtue of the Treaty of Paris in Dec. 10, 1898.

President Roosevelt, by Proclamation No. 740 in July 26, 1941, ordered the incorporation of all organized military forces of the Philippines into the U.S. Armed Forces in the Far East (USAFFE) under the command of a U.S. general.

President Truman said, "They fought as American nationals, under the American flag, under the direction of our military leaders. They fought with gallantry and courage. I consider it a moral obligation of the United States to look after their welfare."

There are ways to improve already great bus system

As a daily rider of TheBus, I would like to share how the system could be made better. First, it is very good that you can pay only $1 and ride TheBus around the whole island. This is a great way to explore Oahu. The drivers are also friendly and helpful.

But there are too many bus stops. When I go from downtown Honolulu to Kapiolani Boulevard, the bus stops almost every 150 feet. The number should be halved. Are people too lazy in this city to walk 300 feet to the next bus stop?

There should also be a change in the way passengers get on and off TheBus. In many other cities, one is only allowed to exit from the back door. This way, people could get on and off the vehicle at the same time.

Of course, handicapped and elderly people who use the special front seats would be allowed to exit TheBus through the front door. These changes would make TheBus even better.
