Wachter, 78, was key player behind EWC

William M. Wachter of Olinda, Maui, a former University of Hawaii administrative vice president who utilized his engineering background to oversee construction and secure funds for the East-West Center, died April 3 at home. He was 78.

Born in Greensboro, N.C., he received a civil engineering degree from Oregon State in 1939, taking his master's in hydraulic engineering at the University of Iowa in 1941.

He began his teaching career in 1940 as instructor and assistant professor of mechanics and hydraulics at Clemson College in South Carolina.

From 1942 to 1946, he served in the Army, rising to captain's rank and commanding an engineer topographic company. He served on Okinawa and later on occupation duty in Korea. He later rose to the rank of colonel in the Army Reserve.

From 1946 to 1948, he was an assistant professor of civil engineering at Pennsylvania State and active in hydrodynamic research for the Naval Ordnance Research Laboratory.

Wachter came to UH in 1948, became an associate professor of engineering in 1951, then chairman of the department in 1952. He became dean of the College of Applied Science in 1954. Additionally, he was the first dean of the College of Engineering. He also worked as a consulting engineer. He belonged to a number of professional organizations and the Chamber of Commerce of Hawaii.

Before statehood, Wachter took leave from UH and served the Territory of Hawaii for three years as superintendent of public works, chairman of harbor commissioners and chairman of the Hawaii Water Authority.

He returned to UH and served as administrative vice president until 1963, making many trips to the nation's capital and Asia on behalf of the emerging East-West Center.

Wachter later joined the engineering firm of Howard, Needles, Tammen and Bergendoff, becoming partner and later president. While with the firm, he spent much time in the Middle East.

He moved to Olinda in 1982 and helped operate a protea farm there. He belonged to Rotary and the Maui Country Club.

Wachter is survived by wife Bunny; son William B.; brothers Edward, Charles and Joe; sister Kay; and three grandchildren.

"He was a humble man," his son said, adding the record shows his father played an important engineering role as educator and government official in Hawaii.

Yoshiko S. Aoki of Honolulu, a retired presser for Hawaiian Linen, died April 8 in the Maunalani Nursing Home. Aoki, 81, was born in Koloa, Kauai. Ildefonso Astronomo of Lahaina, a retired Pioneer Mill Co. irrigator, died April 5 in Kaiser Hospital. Astronomo, 75, was born in Vigan, the Philippines. Howard M. "Sonny" Campbell of Hilo, a retired limousine driver for the former Slim Holt Tour Co., died March 24 in Hilo Hospital. Campbell, 79, was born in Honolulu.
